Stephen Freibrun, SH&E Principal

Area of Specialization
Stephen Freibrun has almost 20 years of management and real estate experience in the public and private sectors. Since 1993 he has been continuously involved in assisting airport clients with concessions project and property management, and facilities planning.  His responsibilities have included the evaluation, definition, and coordination of concessions facility implementation to meet client goals of balancing improved customer service and revenues to the airport.

As part of the Commercial Planning Group within SH&E’s Airports Practice, Mr. Freibrun manages the Chicago office, and at present, has client project management responsibility for clients that range vastly in size, from large hubs to small regional airports to international airports.  Mr. Freibrun’s role with clients is a dual one.  He is not only responsible for overseeing client activities for Commercial Planning Group projects, but is hands on, often the creator of concessions plans, strategic approaches to enhancing non-airline revenues, financial modeling and feasibility analyses, research analyses, Requests for Proposals and other reports.  Mr. Freibrun has also assisted airlines with establishing programs, processes, and tools for design review and construction management. 

Prior to joining CAM in 2001, Mr. Freibrun worked for Chicago’s O’Hare International and Midway Airports for seven years where he was responsible for planning, managing, leasing and developing retail and food service concessions, as part of an on-site concessions consultant/property management team.  Mr. Freibrun has also worked for Mobil Oil Corporation and Kentucky Fried Chicken as an area manager responsible for the operations of dozens of stores and restaurants.
Mr. Freibrun has had numerous articles published in industry publications and is a sought after resource by local and national newspaper writers.

Boston Logan International Airport

Cleveland Hopkins International Airport

Development and implementation of on-site market analyses and on and off-airport trends analyses.   Existing prime operator negotiations and related analyses.
Dallas-Ft.  Worth International Airport

Development of complete concession plan:  Food, beverage and retail concept development, sizing, location, menu and merchandise assortment plans, per unit proformas, revenue projections and feasibility analysis, RFQ, RFP and Contract document development, evaluation/selection/award documents and process, national, regional, small business, and DBE outreach marketing programs, management systems and methodologies, Board, Advisory Group, elected officials and airline presentations.

With 208 food, beverage and retail units, this is the largest concession planning effort in the airport industry.  This project also included the development of the first formal airport kiosk program.  After a year of testing with up to 30 test and seasonal kiosks, a permanent program of up to 40 retail and 28 food and beverage kiosks has been developed throughout the four Terminals.  The addition of specialty kiosks is an effective small airport and mid-term enhancement vehicle.
Terminal 5 - JFK International Airport For United Airlines, development of complete concession plan and design assistance for the new international Terminal:  Food and retail concept development, vendor selection, unit sizing, location, merchandise assortment plans, per unit proformas, revenue projections, feasibility analysis, management methodology analysis, award and selection documents, local and DBE outreach marketing programs and property management systems. 
Terminal 8  - JFK International Airport Concession plan for the new international Terminal.  Sized the program, expanded a series of preliminary locations, recommended new spaces and conducted a series of financial and logistics feasibility analyses.  Concessionaire solicitation and selection/evaluation program.  RFP and lease development and negotiations.
Miami International Airport Development of complete concession plan:  Food and retail concept development, vendor selection, unit sizing, location, merchandise assortment plans, per unit proformas, revenue projections, feasibility analysis, management methodology analysis, award and selection documents, local and DBE outreach marketing programs and property management systems. Concessionaire negotiations strategies.  Airline and elected officials and media presentations.
Southwest Florida International Airport Development of complete concession plan for new Ft. Myers Airport located to South of existing facility.  Food and retail concept development, vendor selection, unit sizing, location, merchandise assortment plans, per unit proformas, revenue projections, feasibility analyses, solicitation packaging, RFP and lease development.  Delivery and logistics design assistance, infrastructure design assistance, design standards, Post 9-11 re-planning and tenant improvement process development.  Rental car business term, RFP and lease development.  Advertising business term, RFP and lease development.  Property management systems.
